Ordering reflects the number of domains showing adverse movement against each country’s own baseline. It is a monitoring prioritisation, not a ranking of risk or instability, and a country with sparse data may rank low because its evidence is thin rather than because its conditions are stable.

Each state carries a text label and a distinct glyph as well as a colour, so that meaning is never encoded in colour alone. Insufficient evidence is a deliberate output, returned whenever data are stale, sparse, or conceptually unsuitable for the comparison being asked of them. It is not a failure state.
